Strategy: how to focus limited strength on the main obstacle
People and organizations almost always have more desires than time, money, and attention. Strategy is not a polished list of aspirations. It is a way to choose the central difficulty, connect actions through one causal logic, and state in advance what will not be done for now.
A strategy is a testable hypothesis about which obstacle matters most, why the chosen approach can change it, and which competing actions must be refused.
Without such a choice, resources scatter across incompatible priorities, people receive contradictory signals, and almost any failure can be excused by saying, ‘We simply did not do enough.’ A strategic error is also dangerous because its diagnosis distributes attention, money, and costs among people.
First, distinguish
Two concepts that are easy to mistake for one another
A goal is a desired future state. A strategy is a coherent way to change the main obstacle on the path toward it. ‘Become the best school’ names a direction of desire, but it does not explain what currently holds the school back, where it will concentrate its effort, or why that focus should work.
A strategy is a set of mutually reinforcing choices sustained over a meaningful period. A tactic is a particular move within an already chosen direction. Cutting the price is a tactical move. Deciding that the company will win by offering customers the lowest total cost, then aligning its product, procurement, and service with that choice, is a strategy.
Name the obstacle before you name the slogan
Strategy begins with a testable answer to the question: which obstacle now limits progress toward the chosen goal more than any other?
Why this happens
Time and attention are limited. A clear diagnosis directs observation and resources toward one mechanism, then makes it possible to test whether the constraint identified as central has actually changed. Without a diagnosis, successful actions cannot be connected to a cause and unsuccessful ones cannot be corrected.
A school performs poorly across many subjects. Analysis shows that half of its sixth-grade students struggle to understand word problems because their reading is weak. Instead of launching ten broad programs, the school strengthens reading in grades five and six for two years and specifies in advance how it will test the diagnosis.
Do not confuse this with
Diagnosing an obstacle is not the same as finding someone to blame. It identifies a mechanism that can be observed and changed, not a person onto whom responsibility can conveniently be shifted.
Where the idea stops working
In a new or rapidly changing environment, there may be no single confident diagnosis. It is then wiser to keep several hypotheses alive, run limited tests, and set a time for review than to present a guess as an established fact.

A priority exists only together with a refusal
A choice becomes strategic only when we name the actions, projects, and opportunities that will not receive the same resources during the same period.
Why this happens
Money, skilled people, a leader’s time, and an organization’s capacity to change cannot all be fully committed to several top priorities at once. If the refusal remains unnamed, old commitments keep competing with the new priority, and the decision remains a wish.
A young company declares product reliability its priority while entering five new markets at the same time. The priority becomes real only when it postpones four launches and assigns the freed engineers to recurring failures.
Do not confuse this with
A temporary priority is not a final ranking of human worth. Postponing a project does not make its participants less worthy, and concentrating on work does not make family or health lesser goods.
Where the idea stops working
Refusal must not destroy threshold conditions such as safety, lawful obligations, basic quality, and human rights. Research also needs a limited reserve for alternative hypotheses; otherwise concentration can lock in the first mistake.
Question for the situationWhat will we actually stop, postpone, or reduce so that the chosen priority receives real resources?
A plan must account for the response of the world and other people
A strong strategy describes not only our own actions but also expected responses from the environment, signs of error, and the conditions under which we will change course.
Why this happens
An action changes the situation, after which customers, rivals, partners, and employees adapt. Delays, friction, and other people’s responses can erase the initial advantage. Written expectations and review signals turn a strategy into a causal hypothesis that can learn, rather than a promise to be right forever.
A retailer cuts prices and expects its market share to grow. A competitor answers with an even deeper discount, suppliers shorten payment terms, and service becomes overloaded. A strategy that did not model these responses or set a limit to the price war turns a profitable opening move into a loss for everyone.
Do not confuse this with
Persistence preserves the goal while refining the method. Rigidity preserves the method after its reasons have disappeared.
Where the idea stops working
A military lens is appropriate where another party truly adapts against your desired result. In family life, learning, and care, the habit of seeing an adversary can create the very hostility it expects. An emergency may leave no time for a detailed model, but the action still needs to be reviewed afterward.

Synthesis without reconciliation at any price
Strategy must pass both a causal and a moral test
First ask: ‘Why should this set of actions change the main constraint?’ Then ask: ‘Who will pay for this concentration, which obligations cannot be postponed, and what way of acting will become normal if we succeed?’ The first test separates strategy from a slogan. The second separates a worthy strategy from effective harm.
A tension worth preservingConcentration creates force, but narrows the field of view. Strategy therefore requires both sufficient fidelity to the chosen direction and a deliberately built capacity to hear the fact that should change it.
